急，俄罗斯灰关问题

请问，发了1000多美元的样品给俄罗斯客户（客户公对公付款），现在客户收到货后要求我提供清关资料，但货代告知因为走的灰关无法提供清关资料。
现在客户提出：
1.退款。
2.再发一批货，走白关。
请问大家有什么好的解决方式吗？
下面是客户发来的信息：
David, we're in a very bad situation for us. You brought us the goods in Novosibirsk at the "Gray scheme" without documents. We don't work like this!!!!!! We are an official and honest Company, we do not need problems with the state. We paid as a legal entity of your company in China from Russia. We have an official contract and invoice with you on DDP terms. Now the goods imported in the gray and on the person.  It turned out we brought the Money from their country to China, and the Goods are not received. We can go to jail for that. Now we need either export documents or a new product of the same product, but imported officially. The goods that we have now received can not be sold in Russia. We had a trial agreement with a very serious client, and then a big order, now I don't know what to do. Send the Goods officially back to you, we also can not in fact we do not have it. Therefore, there are only 2 options: 1. Refund; 2. Delivery of new goods with the official customs. Now it's contraband. This is a big fine and a term. If we knew that this would happen, we would have taken this Product ourselves and done everything according to the law.

俄罗斯大部分是灰关为主，特别是样品，退款你也要要求退货，走正常渠道呗。

您退货回来也是个问题哦。下次尽量发白关，价格高，但是手续是有的。要不然客户没办法正常出售商品

这就不好搞了

这种情况最好是重新在发一份新的样品给客人，做白关！至于发过去那套可以返回国内，也可以寄存在国外，有其它客人要的话可以直接发给其它客人！没有清关文件现在在俄罗斯不好做！！

请问，我重新发一批货，如何报关出去，不收外汇的。如果重新发的货中国不报关，俄罗斯那边能正常白关清关吗？

可以按照广告样品报关出去，fp上标明free for sample就可以了，只不过你们补点税罢了，不用退税，金额可以写低一点

这个问题很简单就可以处理啊，只要客户愿意出关税，这个清关资料可以给客户啊

俄罗斯的清关跟国内报不报关关系不是很大，但是你还是要做好相关的文件给他

你这个事情现在相当于DDP到客户的手上，客户要你提供俄罗斯国内的报关单，这个很正常。
这个事情解决的办法，比较简单的就是重新发货，让客户自己去清关
比较复杂的就是找一个俄罗斯能代理清关的贸易公司代理清关，而且必须由这个公司收款
然后你们再跟这个公司签订贸易合同，他把钱再付给你们！
就是要遵循正常的国际贸易规则，要做到单证流，物流，资金流，三流一致

这个找我们就可以解决了。过账的事情，然后国外出手续就行
