CBP paperwork does require an "[b]importer number[/b]" as a means of identifying who the final recipient of the goods is. If you have a [b]business tax number with the IRS[/b], this number should be used as the importer number. If you do not have a business tax number, you may use your [b]Social Security number[/b].



If you do not wish to give your SSN to a shipper, and your importation is for personal use, is under $2500, and is being cleared by a Customs Broker (very common for goods shipped by courier services), please see our information about using a third party's Importer Number by typing "Social Security Number" in the word search field above.



If you have neither a business tax number nor a social security number, and you are a non-resident of the U.S., you may contact the port where your goods will enter the country and ask them to assign an importer number to you by filing a [url=http://www.cbp.gov/sites/default/files/documents/CBP%20Form%205106_0.pdf]CBP Form 5106 .



A license IS required to act as a Customs Broker, which is someone who clears goods through CBP on behalf of importers who do not want to handle the various technicalities that are involved in importing themselves.

If you are traveling into the U.S. to exhibit a product at a Trade Show/Fair, the following is a checklist of recommendations useful for the entry of the items:



Official documentation showing date and location of the Trade Show

Confirmation that you are an exhibitor

Documentation indicating value of items

Mark items "Not for Sale" or mutilate the items

Contact the Port of Entry prior to travel

Complete CF7523-"Entry and Manifest of Merchandise free of Duty" (For NAFTA Items only)

Check with the government agency that regulates your product for any possible restrictions or required documentation

Obtain the HTSUS code for your items



If shipping supplies and/or the value is over $2500, a Temporary Importation Bond (TIB) or Carnet is the best course of action. This applies to display booths or other items not remaining in the U.S. beyond your intended visit.

Are the items prohibited/restricted?



Restricted Merchandise: Because CBP officers are stationed at all ports of arrival in the United States, including Puerto Rico, they are called upon to enforce laws and regulations of other government agencies.



A license or permit from the responsible agency may be necessary to import: Alcoholic beverages, animal and animal products, certain drugs, firearms and ammunition, fruits, nuts, meat and meat products, milk, dairy, and cheese products, plants and plant products, poultry and poultry products, petroleum and petroleum products, and vegetables.

ITRAC is company-specific import data placed in an MS-Access 97 database, and provided on CD-Rom for a processing fee.



Export records can also be requested through ITRAC.



Please allow 3-6 weeks for processing of your data request. (Please note: This time frame is based on no problems occurring). At the completion of your request, you will receive a payment invoice by fax or email, so that you can comply with the Prompt Payment Act.



Approximate payment range is $250.00 - $300.00. All checks should be addressed to U.S. Customs and Border Protection. Checks drawn from foreign banks are not acceptable as payment for FOIA processing.

Payment for an ITRAC request under FOIA ranges generally from $250 through $300, and is due upon receipt of ITRAC. Please include the request control number with all payments and correspondence for ITRAC.

Importers - Confidential treatment of vessel manifest data



[b]Q[/b]: How can I prevent information about my import activities from being disclosed to the public?



[b]A[/b]: According to privacy statute, 19 CFR 103.31 (d), the public is allowed to collect manifest data at every port of entry. Reporters collect and publish names of importers from vessel manifest data unless an importer/shipper requests confidentiality.



The importer can submit a letter via email ( vesselmanifestconfidentiality@cbp.dhs.gov ) by Fax (202)325-0154 or by mail (address below) to the Privacy Branch requesting that their company name not be disclosed on the vessel manifest. The confidential protection is valid for 2 years, after which time a renewal is needed. Send in renewal requests 60-90 days prior to the expiration of the 2 year confidentiality period. CBP will not accept more than 10 variations of a company name. Please be sure to include the U.S. mailing address and U.S. EIN. There is no fee associated with the request for confidentiality.



You will receive a response when the confidentiality request has been granted. The acknowledgement letters do not provide an effective time period, only the date the confidentiality becomes effective. Please note that we cannot provide a response time. We ask the Trade to allow 60-90 days for processing.

Scroll down to the section that your commodity falls under and click on the chapter that relates to your commodity. The link will first take you to the chapter notes, which offer technical guidance for determining the correct classification number for items in that chapter. After the notes, you will find the classification and duty rate tables where you can attempt to determine your items' classification number and associated duty rate.

Be aware that the HTS can be very complicated. If you self-classify an item and the classification is incorrect, the mistake can be costly. Therefore, it is advised that you speak directly with an Import Specialist if duty rate information is crucial to your decision to import something.
