很正常，我最近出的这两票孟加拉信用证上都有这个条款，大体意思是如果信用证有不符点，没有开证申请的人的同意，就不予议付

翻译:如果没有我方(开证行)预先批准,即便你方(议付行)保留追索权或者已经担保,也不得议付不符点单据.
不是软条款,很平常.
