可能是国际政府采购吧

买方采取招标的方式采购商品，要求卖方先交2%的投标保函，交了投标保函的，拥有投标资格，然后竞标，如果你公司中标了，那么你公司需再交10%的履约保函，然后买方才把货款给卖方，卖方用收到的货款去组织生产发货，把货物交到买方手中后，保函的款项退还给卖方
