几内亚进口货物开始实行BVAC商检
BVAC Inspection for Conakry /Guinea
The Ministry of Finance released a white paper to implement compulsory Bureau VERITAS Inspection for all cargo to Guinea yesterday. But due to short notice, the Customs authorities and ministry of finance have agreed to postpone the date to 18th May08. However all cargoes to Guinea as from now on are subject to this inspection prior to loading. Failure to inspect cargo from 19th May onwards, the importer will be subject to a fine of an amount equal to the cargo value.

5 important points to note from the government white paper
• Any importation of goods into Guinea, whatever the value is subject to Request for Inspection Form before loading by importer or anyone acting on their behalf. Request must be sent to Bureau VERITAS BIVAC Conakry.
• Customs clearance will depend on the value of the goods as indicated in the Certificates of Inspection issued by Bureau VERITAS BIVAC, BV and accepted by the customs.
• From May 19, 2008, no importation of goods can be received by Customs if there is no Inspection Request Form delivered by Bureau VERITAS BIVAC CKY, cargo inspection at origin and without cargo Inspection Certificate delivered by Bureau VERITAS BIVAC BV. Failing to comply with this rule, the cargo will be inspected at destination (Conakry) and the importer will be liable to a fine of an amount equal to the attested/certified value of the inspected goods at destination plus the normal import duty levied on the imported goods.
• Under the terms of article 14 of Customs code, the goods laden on board bound for the Republic of Guinea and for the which dates of the transport documents (bill of lading and airway bill) are prior to May 19, 2008, could however be cleared according to the procedures and regulatory provisions in Customs without Inspection Request Form and Certificate of Inspection issued by Bureau VERITAS BIVAC, BV.
• All cargoes/goods laden on board from Monday May 19, 2008 MUST be cleared according to the new procedures of the PVI program for which Bureau VERITAS BIVAC, BV is the service provider according to the contract No: 2008/076/1/5/3/2/G of March 31, 2008.
There are however some exemptions to the rule:
- Cargoes whose FOB value is below 1,100 usd
- Precious metals and stones
- Artifacts
- Explosives and other pyrotechnical devices
- Weapons and ammunition
- Livestock
- Metal scrap
- Newspapers and magazines
- Personal and household effects (including secondhand cars as personal effect)
- Commercial samples
- Donations from foreign governments or international organizations
- Donations or supplies to embassies and consulates in Guinea, as well as UN agencies representations in Guinea
- Perishable chilled or frozen foodstuff
- Films for the purpose of public viewing
- Fresh or artificial flowers and plants
- Used tyres
- Cargoes that are totally exempted from payment of taxes including VAT
