如何办理正本签发的邀请函？

我的一个客户要求申请办理VISA INVITATION,哪位知道如何办理并取地正本签发的邀请函，请速复

Could you please help us.
Hans and my Chinese Visa have run out of date.
We have applied for new Chinese entry Visas but a new Chinese requirement ( started 3 weeks ago ) is that we require
for type"F" Business Visa a Formal Visa Notice (original) from an authorised department in China. Goverment Department.
They have told us here at the Chinese Embassy in Melbourne Australia , that our Chinese Supplier Company can arrange for such a signed document.
They have told me a fax copy is NOT OK...they require an original signed document.
They could not tell us which Chinese Goverment Department needed to issue the Visa invitation.
In the last 2 years we have had 1year multi entry Visas...but as of 3 weeks ago we now have to apply for new Visas for each trip.
We think all these new regulations are because of the Olympics.
